Health and Education in Conflict-Affected and Fragile Contexts – Bridging the Development Gap and Enhancing Collaborations

The INEE Working Group on Education and Fragility, in collaboration with the United States Institute of Peace (USIP), is organizing a roundtable discussion on health and education in conflict-affected and fragile contexts on 31 May 2013.

The objective of this roundtable discussion is to identify the gaps in collaboration and possible types of collaboration between the health and education sectors around state and peace building in conflict-affected and fragile contexts in the post-2015 world.  Participants will work in small groups to discuss collaborative actions related to protection and resilience, financial and human resources, and governance. 

It is expected that, after the roundtable discussion, a document will be produced which will serve to identify possible concrete collaborative efforts, which may also be used as a background document to inform policy discussions on the post-2015 agenda.

A new webpage featuring the outputs of the High-level Symposium on Conflict Sensitive Education, held in Paris on 8 April, is now available on the INEE website! The webpage is divided into three main sections:

The Role and Status of Refugee Teachers
The Commonwealth Secretariat


In refugee contexts, teachers are often significantly under-represented in refugee populations. Often, education providers recruit unqualified staff from the population to bridge the gap in the teaching workforce, giving brief training to new recruits. This can have an effect on education quality, access and inclusion.

The Commonwealth Secretariat undertook research to find out the issues faced by teachers who are forced to migrate. The study seeks to understand why teachers stay in or leave the teaching profession. It looks at the institutional environment affecting these decisions, and recommends what role policy can play in encouraging teachers to stay. It draws on a review of literature and on interviews and questionnaires undertaken with key stakeholders, including teachers, government officials and civil society actors, during field research in Kenya, South Africa, South Sudan and Uganda.


An Information Brief is available that outlines the key findings of the study and presents recommendations for policy and practice for those working in contexts featuring refuge teachers, especially in developing countries.

From Challenges to Opportunities - EU High Level Conference on Education and Development
European Commission


At the initiative of EU Commissioner for Development Andris Piebalgs, the EU organized a high level conference on education and development on 23 May in Brussels, Belgium. Education ministers, donors, international non governmental organizations, teacher representatives, youth and other education advocates debated the challenges and opportunities faced in improving the equity and quality of education.

This conference aimed to ensure that education plays a prominent role as a critical element in the post-2015 development agenda, which will be discussed during the United Nations General Assembly in September 2013.

Ending the Hidden Exclusion
Save The Children

Millions of children suffer from a ‘hidden exclusion’ from education. They may appear to be included – they are in school. But in reality, they are learning little or nothing.

What's more, the poorest and most marginalized children are often most likely to be failed by poor-quality schooling. Our generation has the opportunity to ensure that no child is excluded from learning.
 
As this report sets out, an ambitious post-2015 global learning goal with a strong focus on the most deprived children will be a crucial part of realizing this vision.

Included in this report are discussions of on-going challenges of education in humanitarian emergencies and climate change (p. 20), growing evidence on the learning crisis (p. 24), and changing patterns in education inequality (p. 26).

2011-2012 Education Sector HIV and AIDS Global Progress Survey
UNESCO, UNAIDS

The education sector has a key role to play within a national HIV and AIDS response because of its high degree of geographic coverage, access to great numbers of young people, and a large skilled workforce. Better educated learners have the skills to be healthy, and teachers who have the skills and support to live healthily will have the opportunity to teach better.

The report reviews the data collected and highlights some of the critical action points that need to be addressed to improve the effectiveness of the education sector’s response to HIV and AIDS.
 
The survey was designed to ask the question: ‘Progression, Regression or Stagnation?’ because education is the foundation for the success of all HIV programmes. Education fosters literacy, numeracy, critical thinking and other skills. This supports the HIV response by building self-esteem, assertiveness and economic independence, thus reducing vulnerability, especially for girls.

Marc Sommers, HEART Talks

In the first video interview of this series called "Heart Talks," Dr. Marc Sommers discusses youth and education in fragile states. He addresses the following themes:

Health Care in Danger, The Human Cost
ICRC

This video by the ICRC illustrates how attacks on health and education affect children and youth in conflict situations.

Through the voices of doctors, nurses, ambulance drivers and patients, this video shows the human cost of violence against health-care workers and facilities. It demonstrates how attacks on schools and medical students have affected the quantity and quality of medical knowledge and medical professionals in conflict-afflicted countries such as Somalia.

The video also highlights how medical, military and humanitarian organisations are coming together to find new approaches and new solutions.

Youth and the Post-2015 Agenda: Making the Voices of Young People Count
Overseas Development Institute

From participatory consultations and ‘tweet-ups’ to roundtables with the UN High Level Panel, young people have already had a visible presence in the emerging post-2015 process. Young people are proving that they are credible and energetic partners in the international process to define the new global development agenda.

Whilst today’s youth generation is the largest cohort of young people ever - 1.2 billion people aged 15‐24 - their views and unique needs are still not sufficiently visible in policy debates on international development. The post 2015 process provides a great opportunity for their increased visibility.
 
This ODI/DFID/CSO Youth Working Group event will launch an ODI report on the case for investing in young people as part of the 2015 framework and hear results from a participatory, multi-country consultation process carried out by Youth Working Group partners with young people on their visions and solutions for the ‘future we want’.

Expert panelists will share their reflections on how a youth-lens to the post 2015 development framework can deliver for wider society.

Educational Success in Pakistan: Implications for Stability and Security

Despite the steady stream of bad news from Pakistan, there have been a number of success stories. One example is the tremendous progress made in education reforms in Punjab province.

During the past two years, education reforms in Punjab province have resulted in more than 1.5 million additional children enrolled in school, increased school attendance to 90 percent, and 81,000 new teachers hired on merit. With 40 out of 70 million young people aged five to 19 not in school, reforms in Pakistan’s most populous province provide important lessons for the rest of the country. 
 
On June 6, the Center for Universal Education at Brookings will host a discussion on what can be learned from the Punjab experience.

Following a presentation by Chief Education Strategist at Pearson Sir Michael Barber, Brookings Senior Fellow Bruce Riedel, director of the Intelligence Project at Brookings, and Senior Advisor of the Aga Khan Development Network Iqbal Noor Ali will discuss the implications for education reform, public-private partnerships, and security in Pakistan.

Health Care in Post-Conflict and Fragile States
USIP

This course by USIP will explore the importance of public health in fragile and conflict-affected states and help participants understand how equal access to good health care is a critical component of post-conflict reconstruction and peacebuilding. The course will analyze short-term delivery of public health in conflict situations as well as long-term development of the public health sector.

Participants will learn how to manage the challenges, rewards, and trade-offs of efforts to deliver health care in countries immersed in ongoing conflicts, countries in transition from war to peace, and countries addressing the legacy of conflict. Participants will also assess the impact of health care on government legitimacy and effectiveness.
