ICDP Mission to Lebanon

ICDP President Mr Federico Mayor, ICDP Commissioner and former Lebanese Minister of Justice Mr Ibrahim Najjar and ICDP Commissioner and former judge at the European Court of Human Rights Ms Hanne Sophie Greve were part of a delegation that discussed issues related to the abolition of the death penalty in Lebanon, between 8 and 10 June.

They met with the Prime Minister of Lebanon Mr Tammam Salam, parliamentarians, members of the Beirut Bar Association and important members of the civil society. The ICDP delegation was accompanied by the former Minister of Justice of Palestine, Mr Ali Khashan and staff members of the ICDP Secretariat.

Noting that over 10 years have passed since the last execution took place in Lebanon, ICDP President Mr Federico Mayor said that "we call on the Government to take steps gradually to formalise the de facto moratorium as a first step to abolish the death penalty in Lebanon".

Side-Event on the 25th anniversary of the adoption of the Second Optional Protocol to the ICCPR

On 18 June 2014, ICDP organized a high-level Side-Event on the 25th anniversary of the adoption of the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty (Second Optional Protocol) at the Palais de Nations during the 26th Session of the United Nations Human Rights Council in Geneva.

The Side-Event was chaired by ICDP Commissioner and former President of the Swiss Confederation Ms Ruth Dreifuss and moderated by the Permanent Representative of Belgium at the United Nations Office in Geneva, His Excellency Mr Bertrand de Crombrugghe. The panel of speakers was composed of Ms Flavia Pansieri, the United Nations Deputy High Commissioner for Human Rights, Mr Robert Badinter, ICDP Commissioner and former Minister of Justice of France, Baron Marc Bossuyt, former UN Special Rapporteur during the drafting of the Second Optional Protocol, Ms Lilly Stella Ngyema Ndong, of the Permanent Representative of the Gabonese Republic to the United Nations in New York and Mr Guillaume Colin, representative of the World Coalition against the Death Penalty.

Japan carries out first execution in 2014

On 26 June 2014, Masanori Kawasaki, 68, was executed at Osaka Detention Center.

Mr Kawasaki was found guilty and sentenced to death for the murder of his sister-in-law and her two young grandchildren in November 2007. His 2008 sentence was upheld by the Supreme Court in July 2012. Executions in Japan are carried out by hanging.

This execution, the first in 2014, follows eight executions carried out in 2013.

Egypt resumes executions amid mass death sentences

Seven persons were reportedly executed on 16 and 19 June 2014 by authorities in Egypt.

According to reports reaching ICDP, three men and one woman were executed at the Assuit public prison on 16 June, the first executions since authorities last carried out the capital punishment in Egypt in October 2011. In addition, three executions were reportedly carried out on 19 June: one man was executed in Cairo’s Prison of Appeal and two men were executed in Alexandria’s Borg Al Arab prison. All the executions were carried out by hanging.

The executions came in the backdrop of the confirmation, on 21 June, by the criminal court in Minya of death sentences to 183 persons

ICDP mourns the death of Commissioner Rodolfo Mattarollo

It is with great sadness that ICDP annouces the passing away of ICDP Commissioner Rodolfo Mattarollo, on 18 June.

Mr Mattarollo was one of the founding Commissioners of ICDP when it was established in October 2010. He was well respected as a staunch, passionate, committed defender of human rights and democracy, and the abolition of the death penalty was a cause he himself held dear.

He was, until February 2014, Ambassador and a representative of Technical Secretariat of UNASUR in Haiti and a former Deputy Secretary for Human Rights in Argentina.
