9th ICDP Meeting

ICDP held the 9th meeting of its Commissioners in Geneva on 24 and 25 November 2014. The Commissioners observed a minute of silence for ICDP Commissioner Rodolfo Mattarollo, who passed away on 18 June 2014. During the meeting, the Commission presented a report with the main activities undertaken this year.

On 24 November, the Commissioners met the new United Nations High Commissioner for Human Rights Zeid Ra’ad Al Hussein. They exchanged views on the situation of the death penalty worldwide and discussed areas of possible future cooperation.

The Commissioners discussed the future of ICDP, including organisational changes as a follow-up to an evaluation of the Commission that was conducted earlier this year. The Commissioners met with members-States of the Support Group to hear their views and feedback on related issues.

ICDP Commissioner Ioanna Kucuradi participated at the 3rd Jakarta Human Rights Dialogue on Rights to Life and Moratorium of Death Penalty in the ASEAN Region

ICDP Commissioner Ioanna Kucuradi participated at the 3rd Jakarta Human Rights Dialogue on Rights to Life and Moratorium of Death Penalty in the ASEAN Region (JHRD) on 10 and 11 November 2014 in Jakarta, Indonesia. The JHRD was organised by the European Union and the UN’s Office of the High Commissioner for Human Rights and hosted by the Indonesia’s Representative to the ASEAN Intergovernmental Commission for Human Rights.

Moreover, ICDP Commissioner Ioanna Kucuradi met with Director General for Multilateral Affairs of the Ministry of Foreign Affairs of the Republic of Indonesia Ambassador Hasan Kleib on 11 November to discuss issues related to the death penalty in the country.

A new reported execution in Belarus

On 4 November 2014, ICDP received reports that authorities in Belarus had carried out the execution of 26 year-old, Alyaksandr Hrunou.

According to information from the Viasna Human Rights Centre in Minsk, Mr Hrunou was executed after being convicted, in 2013, for the fatal stabbing of a woman. Reports reaching ICDP suggest that on 3 November, President Lukashenka had denied the presidential pardon to Alyaksandr Hrunou.
 
Mr Hrunou's execution comes after a reportedly unusual decision on 22 October 2013 by the Belarusian Supreme Court when it ruled that the case against Alyaksandr Hrunou must be reinvestigated due to procedural mistakes.

During the 9th ICDP meeting (please see above), it was decided that the ICDP Secretariat​, which is based in Geneva, will move to Madrid, ​from January 2015. Increased vote at the UN General Assembly death penalty moratorium resolution

On 18 December 2014, a record number of countries – 117 –  supported the fifth UN General Assembly (UNGA) resolution (A/RES/69/186) calling for a global moratorium on the use of the death penalty (resolution).
