New Requirement for Contract Coverage
Kin Ong, PARSAC Risk Manager

The Board recently adopted revisions to the Liability Program Memorandum of Coverage (MOC) relating to the definition of "Covered Contracts" and established conditions for which PARSAC will extend coverage. Members must submit contracts for PARSAC's review 14 days prior to execution when:

  1. Services are received from a contractor or vendor, AND
  2. The contract requires the member to "indemnify and hold harmless" the contractor or vendor for services provided.
Refer to MOC Section II (page 2) and Section VII, F (page 15) for important details. Failure to comply could result in a denial of contractual liability coverage for that contract.

PARSAC's review and approval of these contracts will further ensure risks are adequately transferred and preserve Contractual Liability coverage for members. If you have any questions, please call us at 800-400-2642.
A Guide to New Laws Impacting Public Agencies
Public CEO: By William J. “Jim” Priest, Sigrid Asmundson, Jordan E.A. Ferguson and Krysten Steele, Best Best & Krieger

California’s legislators were busy throughout 2015, passing new bills that will affect the way public agencies operate. On the books are more than 50 new laws covering issues such as drought, community revitalization, medical marijuana, telecommunications, infrastructure finance, elections, public works contracts, and public records act.

BBK has summarized these laws to brief you on the basics of each new law, but this is not an exclusive list of all new legislation adopted last year. While not all of the changes take effect in 2016, it is important for you to be aware of these laws and plan for when they do become effective. Click here for the summary on Public CEO.
