Call to Action: AB 1217 Puts Local Control of JPAs at Risk
This legislation, currently moving through the Senate, could endanger members' ability to determine the governance structure of its joint powers authorities.

AB 1217 (Daly) represents a very troubling precedent in using statewide legislation to alter the governance structure for a joint powers authority (JPA) established by local agencies. Under current law, local public agencies can voluntarily enter into a JPA for a mutually agreed upon purpose. The governance structure is decided by the local agency participants when formed. The very essence of JPAs is local control.
 
AB 1217 attempts to undermine existing law and unilaterally overrule a locally agreed upon governance structure that is part of the valid and voluntary formation agreement of a JPA — an entity that by definition has no relation to matters of statewide concern. Local governments throughout California should be concerned about this measure, and strongly consider opposing it.

Next steps: AB 1217 will be heard in the Senate Governance and Finance Committee on July 8. Cities are encouraged to send letters of opposition. A sample letter, along with the League’s opposition letter, is available on the League’s website.

Grant Increase for 2015/16: $5,000 per Program
The Safety & Loss Control Grant Program has been in place since 2011 and continues in the 2015/16 fiscal year. This program has provided members with a valuable financial resource to reduce risk through improvements in workplace safety, hazard mitigation, and various types of training.

Recognizing the value of the Grant Program, the Board has approved $5,000 for members who participate in one program (Liability or Workers' Compensation) and $10,000 for members who participate in both.
Grant funds are available from
July 1, 2015 - May 1, 2016

Need Help Completing the Policy Puzzle?
The Employment Practices Liability (EPL) Grant, made possible by an ERMA dividend, is a one-time $10,000 grant for Liability Program members. The funds, which remain available until exhausted, may be used for any employment-related project such as consultant fees for personnel manual and policy development and updates. Please use the standard grant application form to submit projects for consideration and indicate "EPL" in the description.
First Fill Prescription Program Available
Last year, PARSAC implemented Express Scripts "First Fill" prescription program for its Workers' Compensation members. This program benefits employees by providing automatic approval when filling their initial prescription, eliminating potential delays. Members benefit from comprehensive program oversight, which has been shown to reduce claim costs. 

Access is easy! When an employee reports an injury, simply provide the first fill form along with the DWC-1. Instruct the employee to present the form to the pharmacy when filling their first prescription. The information is automatically routed to Athens for future prescriptions.
