Low-E Emergency Rule Expires; Task Force Expected to Recommend Permanent Rule at BCC meeting
The Building Code Council adopted emergency rules and filed the following proposed temporary rules:
2012 NC Energy Conservation and Residential Codes - Chapters 2, 4, 11, Low Emissivity Fenestration Product with a July 2, 2014 effective date.  The Rules Review Commission declined the proposed temporary rules on September 18, 2014, and returned them to the Agency.
As a result, the emergency rules expired on September 22, 2014.
It is expected that the task force (joint Residential and Energy Committees along with certain stakeholders) will have a recommendation for permanent rules for the December BCC meeting (March hearing, June adoption, August approval).

Dues Payments & Lobbying Expense 2014 Disclosure
Dues payments to Home Builders Association of Fayetteville are not deductible as charitable contributions for federal income tax purposes. However, dues payments may be deductible as ordinary and necessary business expenses, subject to an exclusion for lobbying activity. Because a portion of your dues is used for lobbying by NAHB, NCHBA and Home Builders Association of Fayetteville, 8% of the total dues for Builder & Associate Members is NOT deductible for income tax purposes. For Affiliate Members, 1.8% of the total dues is NOT deductible for income tax purposes. Membership Dues are non-refundable.
