Meet Our
2016 Iowa Lean Champion

The Iowa Lean Consortium is proud to name David Fierke, City Manager for the City of Fort Dodge, as the 2016 Iowa Lean Champion. The award was created to honor a leader who has made significant contributions to Lean practices and/or led a Lean journey for 10 or more years. The award was presented at the ILC’s annual fall conference on October 12th.

“David has been a strong Lean leader in government. His belief in the transformative power of Lean is evident through his actions and we are pleased to honor his work and achievements,” Jeff Dahm, ILC board president and factory advisor at Deere & Company.

As the City Manager, David Fierke inherited a tough situation when he arrived in 2006. Like other Midwestern “blue collar” towns, Fort Dodge had endured the loss of major employers resulting in a declining population, downtown vacancies and aging infrastructure. Tax and fee receipts were not matching expenses with projections showing the gap widening. But David had a vision and a strategy for realizing that vision. He had done his homework on Lean, realizing that it was not simply a toolset but rather a means for transforming culture. And he understood that it started with him.

Iowa Partners in Efficiency Award Winner Announced

The Iowa Partners in Efficiency Award recognizes a team or work unit within a political subdivision that, through the use of Lean tools and techniques, significantly and measurably increases productivity and promotes innovation, resulting in the improvement of delivery of public services to the benefit of citizens of Iowa and the private sector.

The 2016 winner is the Des Moines Area Community College’s (DMACC) Workforce Training Academy (WTA). The WTA offers certificate classes to prepare under-employed individuals for high-demand occupations. Everything was previously based in paper with no clear processes, causing applications to be lost, duplication of staff efforts, and slowing student enrollment. Within 6 months, the WTA streamlined processes to help students and went completely paperless. This eliminated hours of searching and reporting data is quickly accessed in SharePoint. WTA grew to serve more than 3 times the number of students within a one-year period (2013-14), from approximately 150 students to more than 450, without adding additional staff.

It also resulted in lead time reduction of 50%, labor efficiency, quality improvements and increased customer satisfaction. Monthly monitoring facilitated progress to Phase 2 development of the fiscal management system and further enhancements with more experience.

Enterprise Development Management System (EMDS) with Mike Hoseus

Most companies embarking on a lean journey soon become frustrated with improvement events and isolated projects that yield great short-term results but have no sustainability and no major innovation. They are searching for something more: the culture that goes beyond "just managing" continuous improvement.

Success in today's world of constant change and chaos requires leadership to leverage this uncertainty. It does no good to improve your path if you need to actually change the path you're on.

In this workshop - The Enterprise Management Development System (EMDS) Mike Hoseus will address the top factors that will take you "Beyond Lean" and out of the Improvement Trap.

Attendees will choose to attend Day 1 or the 3-day event.  Days 2 and three will be held at Airlite Plastics where attendees will see EMDS in action and help Airlite Plastic work on a specified problem
