The South African National Department of Higher Education and Training (DHET) announced that engineering skills dominate the top 20 most sought after scarce skills – civil engineering features second on the demand list behind electrical engineering. This view is endorsed by the Department of Labour (DoL). In South Africa, a scarce skill is a qualification or job for which there are limited people doing that job. Effective utilisation of scarce skills has been proven to set countries on a winning economic pathway, as evidenced in Singapore, China, Japan and many others.

Civil Engineering Standards Method of Measurement
The use of bills of quantities on construction contracts permits three important objectives to be achieved, these being:
  • Tenderers are provided with adequate information regarding the extent of the work required to enable them to accurately and confidently prepare tenders which may readily be compared with other tenders.
  • Employers can pre-determine, with a high degree of accuracy, the cost of the contract and the impact of possible variations to the work.
  • A sound basis is provided for the valuation of work carried out at any stage of a contract.
