Efforts to improve housing stability and prevent homelessness extend beyond the provisions of rent, mortgage, and/or utility assistance. These efforts comprise of a series of strategies and eligible activities. Housing Opportunities for Persons With AIDS (HOPWA) program policies and procedures must set the expectation that improving housing stability and preventing homelessness are top programmatic priorities.

- How to assess for and reduce any housing-related or other debts owed by assisting households to navigate and apply for additional resources

- What to include in HOPWA policies and procedures to establish housing stability and homelessness prevention as top priorities
