NSP Closeout Notice Published
HUD has published the NSP Closeout Notice. The NSP team has scheduled a webinar for Tuesday, December 4th to discuss the Notice. There will also be a webinar on eligible ways to dispose of property on Thursday, December 6th. Disposition seems to be the most complicated factor for grantees in planning their grant closeouts. Participation Instructions and webinar materials will be posted to the NSP Learning Center and sent via the mailing list as they become available.

NSP Ask a Question Moved to OneCPD Resource Exchange
HUD wishes to notify all NSP grantees that Ask A Question on the NSP Resource Exchange has moved to the OneCPD Resource Exchange as of Thursday, November 15, 2012. Grantees in need of support will be able to submit NSP related questions to OneCPD Ask A Question on the OneCPD Resource Exchange starting on Thursday, November 15, 2012. Please note that all questions previously submitted through the NSP Resource Exchange will receive a response. To view more information and learn how to submit questions, read the announcement.

Neighborhood Investment Cluster (NIC) Reports Through June 30, 2012 Now Available
Neighborhood Investment Cluster (NIC) Reports for the second quarter of 2012 have been posted to the NSP Resource Exchange. The NIC study analyzes how markets treated with a concentration of NSP investment have changed over time compared to similar markets that have only minimally or not been touched by NSP. These findings are then displayed in a series of maps and reports at the cluster level and at the grantee level. These tools can assist grantees and HUD in understanding how markets in which they are investing are changing over time, and how certain types of investment might affect NSP target areas.

NSP1, NSP2, and NSP3 Commitment and Drawdown Data Report
Cumulative commitments and drawdowns for NSP1, NSP2, and NSP3 grantees as of November 26, 2012 are available on the NSP Resource Exchange. This data is updated weekly. View the data.

NSP Marketing Graphics Contest
The NSP Team at HUD will award a $100 gift certificate to the grantee that submits the best advertisement or other graphic material for marketing NSP homes. (Note that no government funds are supporting this prize.)

NSP grantees are struggling to sell homes in difficult markets and HUD is developing new marketing materials based on best practices in the field. Submissions must be received by Dec. 31. Submissions will be uploaded onto the Multimedia section of the Resource Exchange. To submit material, visit your grantee page and go to "Project Highlights."

Open Forum Q&A with HUD and DRGR Experts Webinar Recording, Screenshots, and Transcript - October 23, 2012
This webinar is intended for all NSP grantees to answer DRGR questions and solve problems through discussion with DRGR experts and Department of Housing and Urban Development Headquarters staff. This webinar is an open forum question and answer session that gives NSP grantees and all NSP affiliates the opportunity to ask questions about DRGR, as well as NSP rules, regulations, or any other current issues of interest.

Using the Income Calculator to Determine Annual Income Webinar Recording, Screenshots, and Transcript - November 13, 2012
This presentation from the webinar held on November 13, 2012 demonstrates how to use the newly launched CPD Income Eligibility Calculator to determine the Annual Income of most CPD program beneficiaries. This webinar is designed for grantees receiving HOME, CDBG, CDBG Disaster Recovery, BEDI, Section 108, NSP, and SHOP. The webinar provides grantees with an overview of how the calculator works and the benefits of using it. Self-certifications and governmental agency recertification are briefly discussed. Finally, case studies are provided using Annual Income under the Part 5, ACS, and IRS 1040.

Using the Income Calculator for Rental and TBRA Programs Webinar Recording and Transcript - November 15, 2012
This presentation from the webinar held on November 15, 2012 demonstrates how to use the newly launched CPD Income Eligibility Calculator to determine and document the Adjusted Income, and Rental Assistance amounts for CPD Program beneficiaries. This webinar is designed for grantees using HOME, HOPWA, CDBG, CDBG Disaster Recovery, BEDI, Section 108, and/or NSP for rental housing activities where adjusted income is used (i.e., ability to pay for rent and utilities), including tenant based rental assistance programs. The webinar provides grantees with an overview of how the calculator works and the benefits of using it for the distinct aspects of rental and tenant-based rental assistance activities. In addition, the webinar discusses basic income determination requirements and documentation. Self-certifications and governmental agency recertification are briefly discussed. Finally, case studies are provided using Part 5 for Adjusted Income and Rental Assistance calculations.
