HUD Issues Guidance on Allocating Costs Between Different NSP Grants
HUD has issued the NSP Policy Alert Guidance on Allocating Costs Between Different NSP Grants. The Policy Alert includes detailed guidance on whether general program administration funds from one year can be used to administer other program years. In addition, this document provides guidance for grantees wishing to know whether funds from one grant (e.g. NSP1) can pay for activities planned for a different grant (e.g. NSP3.) Finally, this document clarifies the availability of funds for program administration after the expenditure deadline.

If you are an NSP grantee, please take a moment to review your grantee detail page and review the contact information for your program. To find your grantee detail page, go to the grantee search.

HUD Issues Updated NSP2 Guidance on Reporting in FederalReporting.Gov for the January 2013 Quarterly Reporting Period
Guidance is now available for the January 2013 quarterly reporting cycle. Reporting will cover the period January 1-14, 2013. The updated guidance is outlined in the NSP Policy Alert titled Updated NSP2 Guidance on Reporting in FederalReporting.Gov. The document includes the expected timetable for the January 2013 quarterly reporting cycle as well as additional guidance for providing clear and descriptive narratives and a sample reporting template.

HUD Announces the Launch of the OneCPD Resource Library and the Redesign of the OneCPD Resource Exchange
On December 19, 2012, HUD launched the OneCPD Resource Library and redesign of the OneCPD Resource Exchange. The OneCPD Resource Exchange allows users to search for resources across all CPD programs. It contains resources from the NSP Resource Exchange, Homelessness Resource Exchange, HOMETA.info, HUD.gov, Comcon.org, and other sources. NSP1, NSP2, and NSP3 Commitment and Drawdown Data Report
Cumulative commitments and drawdowns for NSP1, NSP2, and NSP3 grantees as of January 7, 2013 are available on the NSP Resource Exchange. This data is updated weekly. View the data.

This notice describes closeout requirements that apply to and additional regulations waived for grantees receiving grants under the three rounds of funding under the Neighborhood Stabilization Program.

Open Forum Q&A Session with HUD Staff Webinar Recording and Transcript - November 29, 2012
This webinar is intended for all NSP grantees to answer questions and solve NSP problems through discussion with the Department of Housing and Urban Development Headquarters staff and peers. This webinar is one in a series of webinars and open forum question and answer sessions that will give NSP grantees and all NSP affiliates the opportunity to ask the questions they have about NSP rules, regulations, or any other current issues of interest.

Closeout Webinar Recording and Transcript - December 6, 2012 
This webinar is intended for all NSP grantees and their partners on the requirements for closing an NSP grant after all activities have been completed and met a national objective. It also discusses the process for closing a grant. The session covers the technical corrections contained in the NSP Closeout Notice. These include changes affecting disposition of NSP-acquired property, use of program income before and after closeout, and land banks. This is the first of three closeout webinars, with others to follow in early 2013 after publication of a Closeout Guidebook.

Peer-to-Peer Strategies Webinar Recording and Transcript - December 11, 2012
This webinar is intended for all NSP grantees and their partners to share information about their programs and different strategies they have used to overcome challenges, meet expenditure deadlines, and achieve NSP program goals.

FY 2013 NSP Income Limits - December 11, 2012
The NSP Data page of HUD User contains the FY 2013 NSP Income Limits. These limits are effective December 2012. The page includes data for 50% of Area Median Income (AMI) and 120% of AMI for households ranging in size from 1 person to 8 persons. Data on all HUD Income Limits -- Extremely Low (30%), Very Low (50%) and Low (80%) Income is also available.

Disposition and Demolition Webinar Recording - December 18, 2012
This webinar is intended for all NSP grantees and their partners to discuss how the NSP Closeout Notice impacts disposition and demolition activities. The webinar focuses on how these activities have changed, and what can and cannot be done, now that the closeout notice has been published. Grantees with concerns about properties in land banks and properties acquired and demolished without an NSP-eligible use benefit from learning about new policies on these matters.
