. Please allow ample time to complete your CoC Consolidated Application and DO NOT
wait until the last minute to submit. HUD strongly recommends that CoCs submit their applications at least
24-48 hours before the deadline. See Section VI of the FY 2013 - FY 2014 CoC Program Competition NOFA for application submission and timely receipt requirements for the FY 2013 CoC Program Competition process.
Clarification on 3A-3.2 of the CoC Application
HUD has developed FAQ #1469
related to question 3A-3.2 of the CoC Application:
The updated instructions for completing question 3A-3.2 stated that CoCs should rely on the programming specifications for the APR from Q24b3 and the universe of persons should be program participants (i.e., adults and children) who are leavers. Q24b3 is limited to reporting on adults and includes both Leavers and Stayers. What data should I use to answer this question?
Similar to the other 3A-3 questions, CoCs should answer questions 3A-3.2a and 3A-3.2b based on adult leavers and stayers. CoCs should continue to rely on the APR programming specifications for Q24b3 to answer the questions.
Guidance on the Consolidated Appropriations Act
HUD is also providing the following interim guidance in response to questions we have received on the Consolidated Appropriations Act, 2014:
The Consolidated Appropriations Act, 2014, passed by Congress on January 15, 2014, included language permitting nonprofit organizations to administer rental assistance for permanent housing funded with FY 2012, FY 2013, and FY 2014 CoC Program funds. HUD is aware that some recipients renewing CoC Program grants for leasing will want to shift their leasing budget line item to rental assistance. However, because the Appropriations Act was just passed earlier this month, HUD has not had the opportunity to develop guidance on how to implement this change. Therefore we are requiring project applicants to apply as approved on the GIW as HUD develops guidance on how to make this change.
Additionally, HUD will provide guidance to applicants applying for rental assistance funds (new or renewal) about how this language will impact the commitment letter from an entity eligible to administer the rental assistance currently required by Section II.B.5 of the FY 2013 – FY 2014 CoC Program NOFA
. HUD will release this guidance for both of these scenarios via listserv as soon as it is available.
