HUD has released limited screens in IDIS for ESG recipients to submit as part of the annual Consolidated Annual Performance and Evaluation Report (CAPER). ESG recipients that have a CAPER due after October 1, 2012, will be required to complete the ESG CAPER screens in IDIS, even if the other components of the ESG recipient’s CAPER are not completed in IDIS. HUD initially notified recipients about this requirement in CPD Notice 12-009
, issued April 30, 2012.
ESG subrecipients cannot submit a CAPER, and should check with their local ESG recipients if they have any questions about whether and/or how they would need to be involved in data collection and reporting for ESG program. ESG recipients are responsible for aggregating and reporting data from their subrecipients.
For this “transition” CAPER, ESG recipients should use data from the local HMIS to complete as many of the screens as possible, and should use other data sources where data are not collected in HMIS (such as the financial/expenditure screens). ESG recipients should use their internal financial reporting system(s) to report the financial information required in the CAPER, as IDIS does not collect all of that data. ESG recipients must save the completed CAPER screens in IDIS, print out a hard copy of these screens, and submit it along with the rest of the CAPER to their local HUD field office via the regular paper process.
HUD is calling the ESG CAPER screens in IDIS the “Transition” CAPER since HUD is planning changes to better align data collection with the Continuum of Care’s Annual Progress Reporting process. HUD will provide more detailed guidance about changes and HMIS requirements at a later date. At a minimum, ESG recipients and subrecipients must collect the Universal Data Elements for HMIS available in the HMIS Final Data Standards – March 2010
