On Wednesday, June 26, 2019, the Office of Block Grant Assistance (OBGA) Disaster Recovery and Special Issues Division (DRSI) is hosting a webinar to discuss the June 2019 Duplication of Benefits Notice, which describes the requirements to prevent duplication of benefits (DOB) applicable to Community Development Block Grant Disaster Recovery (CDBG-DR) grants received in response to a disaster declared between 2015 and 2021. The DOB notice also updates existing requirements to reflect recent CDBG-DR supplemental appropriations acts and amendments to the Robert T. Stafford Disaster Relief and Emergency Assistance Act impacting certain grantees and includes minor clarifications regarding the DOB calculation.
Participants will learn:
- What constitutes a DOB
- How to review various sources of assistance and establish if a DOB exists
- How to calculate DOB
- How to monitor compliance with DOB rules
- What to do when a DOB occurs and how to recapture funds
- How to apply the revised DOB notice to their existing CDBG-DR activities
