ACA Websites of the Week: HRSA HIV/AIDS Programs, AIDS.gov and CDC/have you heard?

Several federal websites provide information about the Affordable Care Act (ACA) and Medicaid information that is relevant to people living with HIV/AIDS. HOPWA and Ryan White providers should find these sites particularly useful, as they prepare for Medicaid coverage expansion and related ACA changes.

HRSA HIV/AIDS Programs

This website focuses on HIV/AIDS services and medical care, and offers extensive information on funding and service practices for Ryan White providers. This website can help housing providers to understand the full continuum of HIV/AIDS services, thereby facilitating access to medical care for HIV-positive residents. Additionally, the website offers technical assistance documents to help providers prepare for the implementation of new billing opportunities under the ACA. Specifically, in the Deliver HIV/AIDS Care tab at the top of the page, there is a section dedicated to Ryan White and the ACA. Information available under this heading includes:

  • Key provisions of the ACA as it relates to Ryan White providers
  • Outreach, engagement and benefits counseling
  • Essential community providers
  • Coordination of Medicaid with the Ryan White program
  • A link to technical assistance tools

A report entitled How the ACA Helps People Living with HIV/AIDS: 2011 and Beyond is featured on and available from this website.

AIDS.gov

This is a federal website administered by the U.S. Department of Health and Human Services (HHS), that has useful information on the ACA. Topics include:

  • Improving access to coverage
  • Learning about Health Insurance Exchanges
  • Enhancing the capacity of the healthcare system

This site also includes a series of blog posts on HIV/AIDS health reform/ACA topics, a resource locator that spans several federal agencies including HUD, and links to useful documents addressing related health care issues and target populations.

CDC website

This site features up-to-date information of use to state and local health departments, and allows users to sign up for email updates related to ACA implementation and related public health topics. One recent post, for example, announced that “The Georgia Health Policy Center and the National Network of Public Health Institutes have released a new tutorial and planning tool to help public health organizations strategically plan for changes driven by the Affordable Care Act.” The home page of this website has a menu of topics under the State, Tribal, Local and Territorial (STLT) gateway, which includes a heading on Health System Transformation, where one can find information about new approaches under the ACA for financing health care services. This type of information is timely and useful for HOPWA and Ryan White providers as well as other providers of healthcare and community services to people who are homeless or people with disabilities.
