CPD Notice 14-09: Effective Date of Moving Ahead for Progress in the 21st Century Act (MAP-21) Changes to Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA) Payment Limits and Replacement Housing Payment Eligibility was issued on June 10, 2014.
This is a reminder that certain URA relocation payment limits and eligibility criteria for residential displaced persons and displaced businesses were changed and implemented by statute on October 1, 2014. Those statutory changes are not currently reflected in the URA regulations of 49 CFR part 24. Those and other changes will be addressed in a URA rulemaking initiative currently underway and led by the U.S. Department of Transportation-Federal Highway Administration.
Please note that certain HUD resources including Handbook 1378, relocation claim forms, relocation brochures, publications and other materials require revision to reflect the URA statutory changes. HUD grantees, funding recipients and others should exercise caution when using HUD URA resources until the applicable revisions are complete. HUD grantees, funding recipients and others should also ensure their relocation activities are conducted in compliance with the applicable URA statutory changes.

The purpose of the Notice is to provide guidance concerning the October 1, 2014 effective date of several provisions of Section 1521 of MAP-21 that changed payment limits and replacement housing payment eligibility criteria in the URA.
