Measuring HOPWA Unmet Need

The Office of HIV/AIDS Housing (OHH) is seeking grantee and stakeholder feedback on a new formula to measure the estimated number of people eligible for, but not participating in, the Housing Opportunities for Persons with AIDS (HOPWA) program. This measurement will be referred to as “unmet need.” Previous unmet need calculations performed at the local level proved to be too variable. The new formula will be used at HUD headquarters and will ensure a standard measurement for unmet need across the country. While grantees will not be required to use the formula themselves at the local level, public input into the validity of the proposed formula is invaluable and greatly appreciated. All HOPWA grantees and stakeholders are encouraged to give feedback. To access the formula and leave feedback, the Switchboard forum that has been established for this purpose.

Measuring an absent population given the limited data available poses obvious challenges, and the resulting number from this formula will represent a “best-guess.” However, the results of this formula will offer valuable insight into the unmet housing needs of low-income persons living with HIV/AIDS across the United States.
