Section 3 Guidebook Now Available on HUD Exchange

This Guidebook curates the latest guidance, tools, and resources for implementing and applying Section 3 to HUD funded projects and activities. The Guidebook also helps direct recipients of HUD funding comply with Section 3 of the Housing and Urban Development Act of 1968.

The Guidebook begins with the evolution of Section 3 and highlights key differences between the Section 3 former rule and the new final rule. The Guidebook also provides general information on how to apply Section 3 in the field, compliance, complaints, and best practices.

Section 3 Office Hours

There are three remaining Section 3 Office Hours sessions. These sessions are only for participants who attended a 2021 Section 3 Final Rule Training Series session held between July – December 2021. Please note the session on February 8, 2022, is for Housing and Community Development (HCD) Financial Assistance recipients only, and the session on April 12, 2022, is for Public Housing Authority (PHA) Financial Assistance recipients only.
