IDIS Update for HOPWA/HOPWA-C Grantees

The following changes in HUD’s Integrated Disbursement and Information System (IDIS) have been implemented for HOPWA formula and competitive (HOPWA-C) grantees, as of Monday, July 26, 2021.

With the addition of a new question on the IDIS Activity Setup Screen in IDIS, grantees can now identify activities created to address impacts of Coronavirus – even if those activities were funded with non-CARES Act funds.

Is this activity to prevent, prepare for, and respond to Coronavirus?

This will allow HUD to better identify the full extent of funds going to address Coronavirus. This would include the expanded use of the FY 2020 formula grant funds after CARES Act grants are expended, outlined HUD Notice CPD-20-05 Part V. Where grantees have already set up separate activities to indicate the use of FY 2020 formula funds in response to Coronavirus, answering this “Yes/No” question allows the system to flag these activities as related to Coronavirus response. Grantees should click “Yes” to have these activities included as part of the Coronavirus response.

Screen Update

The Activity Setup Detail screen was enhanced to require users to indicate that an activity has been targeted as addressing to the Coronavirus pandemic (even if the funding is not specifically CARES Act/Coronavirus (CV) funding). The funding module was enhanced so that activities marked as being created to respond to Coronavirus can be funded with CV and non-CV grants. If the activity is identified as not responding to Coronavirus, then only non-CV grants can be used to fund the activity.

The Activity Setup Detail screen in IDIS now includes the following update:

  • For new activities, please be sure to select from options, “Yes” or “No”.
  • For existing activities funded with CV funds, the designation “Yes” was automatically made.
  • For existing completed activities not funded with CV, the designation “No” was automatically made (with the option to modify, if needed).
  • For existing open activities not funded with CV, no designation was made. Users must go into each open activity’s Setup Detail screen and select “Yes” or “No” before modifying the activity funding or marking the activity as complete. These open activities will retain the Not Ready to Fund flag until “Yes” or “No” is selected. The ability to make draws from funded activities should not be impacted by this update.

Should you have any questions or concerns, please send a question through the HUD Exchange Ask A Question (AAQ) portal. In step 2 of the submission process:

  • Select “IDIS: Integrated Disbursement and Information System under the “My question is related to” dropdown menu.
  • Select “Housing Opportunities for Persons With AIDS” under the “Choose a Related Program” dropdown menu.

HOPWA Mailing List Subscription

HOPWA is now using two different listservs to communicate competition and program updates:

  • Subscribe to the HUD.gov listserv for information developed by HUD/Office of HIV/AIDS Housing.
  • Subscribe to the HUD Exchange listserv for information and guidance produced by HUD technical assistance providers regarding the HOPWA program.

HOPWA grantees and interested stakeholders should consider subscribing both to the HUD.gov mailing list and HUD Exchange mailing list.
