Revisions to the CoC Annual Performance Report Client Income Questions

In an effort to improve the way that data on client monthly income is reported, HUD has made several key revisions to the income questions on the CoC Annual Performance Report (APR). These changes do not alter the data collection requirements for HUD recipients/subrecipients. Instead, the data on monthly income already collected by programs will be reported differently to HUD on the APR.  
 
These changes will be effective in e-snaps on October 1, 2013. Starting on October 1, any recipient that is working on its APR will have to complete the income questions in the new, revised format. HUD has posted updated programming specifications, CoC APR Revisions: HMIS Programming Specifications, for HMIS vendors to use to update the APR reports generated by their software. HUD will also release an updated version of the APR Generation Tool within the month to assist recipients who use that tool to generate or validate their APR. An updated CoC APR Guidebook will also be released prior to October 1 to assist recipients in completing the APR in e-snaps. HMIS Leads should work with their vendors to ensure that CoC projects have access to the updated APR in their system by October 1.
