The purpose of this message is to provide clarification to CoCs and applicants for completing the Fiscal Year (FY) 2013 Grants Inventory Worksheets. As a reminder, Registration for the FY 2013 CoC Competition closes on September 23, 2013
Project Component Changes
. Consistent with guidance from 2012 for projects renewing under the Continuum of Care (CoC) Program for the first time, Supportive Housing Program (SHP) Transitional Housing (TH) renewal projects that are currently operating as rapid re-housing as defined in the CoC Program Interim Rule
and are renewing under the CoC program for the first time in FY2013 may change the component type to PH on the GIW. In addition to changing from leasing to rental assistance, please notate in the “Comments” column on the GIW that this project is a rapid re-housing project. No other project component changes are allowable (e.g., TH to PSH).
Changes to the Unit Mix/Configuration.
First-time renewals that were awarded new rental assistance funding in the FY2012 CoC Program Competition are not allowed to change the unit configuration or increase the number of units as approved in the grant agreement. Shelter Plus Care projects renewing for the first time are permitted to change the unit configuration or increase the number of units as long as they are able to provide copies of all leases currently under contract to the local CPD field office by the close of FY2013 CoC Registration.
Corrections to the FY2013 Grant Inventory Workbook Instructions:
On row 6 of the “Instructions” tab of the FY2013 Grant Inventory Worksheet it states, “…CoC Program grants that do not have an executed grant agreement before December 31, 2013, will not be considered for funding under the FY2013 CoC Program Competition”.
CORRECTION: CoC Program grants that do not have an executed grant agreement before December 31, 2013, with an operating start date of no later than January 1, 2014, will not be considered for funding in the FY2013 CoC Program Competition.
On row 27 of the “Instructions” tab of the FY2013 Grant Inventory Worksheet it states, “If the request is made to convert from leasing to rental assistance, a copy of the lease agreement for each unit must be submitted to the HUD CPD field office for verification that the leases are between the landowner and the recipient”.
CORRECTION: This sentence should state that the leases are between the landowner and the project participant.
