HUD will use this checklist to review documentation submitted by Community Development Block Grant Mitigation (CDBG-MIT) grantees to certify that the grantee has in place proficient financial controls, procurement processes, and adequate procedures for grant management.
The Further Additional Supplemental Appropriations for Disaster Relief Requirements, 2018 (Division B, Subdivision 1 of the Bipartisan Budget Act of 2018, P.L. 115-123) requires CDBG-MIT grantees to submit documentation for certification.

As a reminder, HUD extended the deadline listed in section IV of the Federal Register notice published on August 30, 2019 (84 FR 45843) for the CDBG-MIT certifications. The CDBG-MIT Financial Management and Grant Compliance Certification Checklist should now be submitted 30 days prior to the deadline for the submission of the Action Plan.
