HUD has published an Excel tool designed to support HOPWA grantees in communicating local program impacts to stakeholders (including staff, clients, project sponsors, and community partners) by generating "presentation-ready" charts comparing a single grantee's data with the national formula program outcomes.
Each year, every Housing Opportunities for Persons with AIDS (HOPWA) grantee – whether they are Formula or Competitive grantees – must submit annual performance data to demonstrate what has been completed during the program year. These accomplishments include the number of households served, funds expended and housing stability and access to care outcomes. This information is aggregated across all grantees to demonstrate the impacts of HOPWA dollars across the country through housing subsidy assistance and supportive services. Nationally, the Office of HIV/AIDS Housing (OHH) uses this data to report against program performance outcomes, but also reports aggregate outputs and outcomes to HUD, the Office of Management and Budget, Congress, and the General Accountability Office (GAO), among others. While the information grantees send in for annual performance reporting requirements is a key reporting requirement, grantees should also use accomplishment data to evaluate their own performance and communicate with community stakeholders locally.
This new Excel tool easily allows grantees to use their annual performance reporting data to compare local performance measures with the national averages/percentage using across the following categories:
- Expenditures and Leveraging
- Outputs and Outcomes
- Access to Care
- Cost Per Unit (Household)
