On October 1, 2013, HUD made several key revisions to the income questions on the CoC Annual Performance Report (APR) in an effort to improve the way that recipients report on client-level income data. These improvements will better align the way recipients report on client-level income data with HUD’s performance measures. These changes do not alter the data collection requirements for HUD recipients/subrecipients
. Instead, the data on monthly income already collected by programs will be reported differently to HUD on the CoC APR in e-snaps
These changes were effective in e-snaps on October 17, 2013. Homeless Management Information System (HMIS) vendors were provided guidance for reprogramming in HUD’s CoC APR Revisions: HMIS Programming Specifications in early August 2013 and should have programmed their HMIS to make the revisions effective on October 1, 2013.
As of October 17, any recipient that is working on its APR will have to complete the income questions in the new, revised format. HUD has also revised the e-snaps CoC APR Guidebook for CoC Grant-Funded Programs to reflect the changes to the income questions as well as other minor changes.
