Save the Date: Academy Events Through
June 2021

HUD’s Office of Fair Housing and Equal Opportunity is excited to announce the schedule of upcoming National Fair Housing Training Academy (NFHTA) events through June 2021. Enrollment will begin in December 2020. To stay informed of upcoming NFHTA events, sign up for the NFHTA mailing list.

National Fair Housing Forums: Forums are online conversations designed to allow multi-directional conversations between HUD and its FHIP and FHAP partners around emerging fair housing issues regarding processing complaints, conducting investigations, and managing agencies. Topics will evolve based on partner needs and interests, and will include conversations on race, assistance animals, accessibility, design and construction, testing, and governance. Forums are free yet require registration.

Instructor Led Courses: Academy courses provide FHIP and FHAP fair housing practitioners with a foundational overview of fair housing laws, and provisions of the Fair Housing Act (and its implementing regulations). All courses engage practitioners from across the country in practical skill-building exercises, allowing them to share lessons learned and dialogue about the benefits of working together to end housing discrimination for all.

Instructor led courses are free with registration and occur for 3 hours each day over 4 days. Enrollment will begin in December 2020.

Basics of Fair Housing

This course ensures that FHIP and FHAP participants have a foundational framework, which they can build upon to carry out their duties in a professional and proficient manner.

After completing the course, participants will be able to:

  • Describe and discuss significant events in the history of housing discrimination
  • List the basic provisions of the Federal Fair Housing Act and its implementing regulations
  • Explain the roles and responsibilities of fair housing organizations, including FHIPs and FHAPs
  • List similar organizations and network with peers to share experiences and information

  • Feb 8-11, 2021
  • May 3-6, 2021

Fundamentals of Fair Housing - Intake

This course covers best practices in fair housing intake for FHIP and FHAP staff. This course also provides an overview of the responsibilities and customer service orientation to conducting intake. Participants will learn how to conduct interviews, including conducting exercises on the do's and don'ts of interviewing techniques, and learn how to establish jurisdiction and apply lessons in drafting timely complaints.

After completing the course, participants will be able to:

  • Describe how to conduct fair housing intakes within statutory and regulatory requirements
  • Cite strategies for face-to-face and remote intakes, including addressing reasonable accommodations
  • Describe how to apply a customer service orientation to working with aggrieved persons, including examples of lessons from peers in response to various scenarios
  • Outline how to draft complaints in a timely manner and make appropriate referrals
  • List similar organizations and network with peers to share experiences and information

Fundamentals of Fair Housing - FHAP Investigation

This course is designed to ensure that FHAP intake officers and investigators have a basic framework, which they can build upon to carry out their duties in a timely, efficient, professional, and proficient manner.

After completing the course, participants will be able to:

  • Describe the key steps involved in how to plan case investigations
  • Identify and apply applicable elements of proof as the framework to investigate a case
  • Describe techniques for gathering evidence and interviewing witnesses
  • Describe how to develop final investigative reports and drafts of determinations

Fundamentals of Fair Housing - FHIP Investigation

This course provides new and seasoned fair housing managers, test coordinators, and staff attorneys training on identifying systemic investigations, strategies to develop audit testing, and how to coordinate with other FHIPs to conduct national investigations. The goal of this course is to help fair housing organizations learn how to develop results driven systemic investigations.

After completing the course, participants will be able to:

  • Understand circumstances that prompt testing in response to individual complaints and systemic issues
  • Identify tools and resources to determine best practices in developing investigations
  • Learn how to produce thorough and comprehensive evidence via various testing methodologies to address housing discrimination
  • Learn from peers and experts where application of testing strategies have proven effective

Litigating Fair Housing

This course is designed to engage those who are involved in FHIP and FHAP litigation to understand how the requirements of the Fair Housing Act support fair housing enforcement. Topics include pre-litigation case analysis, transitioning from investigations to litigation (including conciliation), discovery, evidence, pre-trial preparation, hearings, and trials.

After completing the course, participants will be able to:

  • Describe how the requirements of the Fair Housing Act support fair housing enforcement
  • Identify and apply strategies and processes that bring cases to litigation
  • Understand the nuts and bolts of litigating cases to their completion
  • Learn time saving techniques in litigating cases, including guidance from experts and peers
