FY2012 CoC Program Competition is Now Open!
FY2012 CoC Program Competition NOFA Published & Application Available in e-snaps

Submission Deadline: January 18, 2013 at 7:59:59 PM Eastern Time

 
HUD’s Office of Special Needs Assistance Programs (SNAPS) has published the FY 2012 Notice of Funding Availability (NOFA) for the Continuum of Care (CoC) Program Competition. The CoC NOFA is posted on the Funds Available page of HUD’s website (www.hud.gov) and on HUD’s Homelessness Resource Exchange (HRE) in the What’s New section and in the top banner of the home page.

Electronic Application in e-snaps
The CoC Application and the Project Application are available online through e-snaps. The application submission deadline is Friday, January 18, 2013 at 7:59:59 PM, Eastern Time. NOTE: the grants.gov application process is not applicable to the CoC Competition. Both the CoC Application (including the Project Priority Listings) and the Project Application are only available via SNAPS’ online grants management system, e-snaps. Only those CoCs with a HUD-approved FY2012 CoC Registration will have access to the CoC Consolidated Application for the FY2012 CoC Program Competition.

The process for submitting the CoC Consolidated Application has changed this year with a two-part submission: the CoC Application and the CoC Project Priority Listings/Project Applications. CoC Collaborative Applicants are strongly encouraged to carefully read all training modules, detailed instructions, and additional guidance regarding completion and submission of the Consolidated Application.

NOFA 
HUD strongly encourages CoC Collaborative Applicant contacts, project applicants, project subrecipients and other interested stakeholders to review the FY2012 CoC Program Competition NOFA and General Section (General Section to HUD’s FY2012 NOFAs) to ensure proper consideration of all application requirements. Application procedures, evaluation and scoring schema, deadlines, and other requirements are outlined in the FY2012 CoC NOFA as well as HUD’s General Section.

WEBCAST
A pre-recorded webcast that that highlights key changes in the NOFA requirements, the application process, and provides information on the FY2012 CoC Program Competition will be available in the Webcast Archives page on HUD’s website (www.hud.gov) no earlier than Friday, November 16, 2012. A listserv message will announce the availability of the archived webcast. 

As this is a NEW PROGRAM, HUD strongly urges ALL APPLICANTS (Collaborative Applicants for the CoCs and Project Applicants) to thoroughly review the NOFA prior to beginning or submitting applications; therefore, the various training modules and detailed instructions will be available based on the following schedule to give applicants an opportunity to fully read and review the NOFA prior to beginning the applications:

Questions
All technical questions must be submitted to the “e-snaps CoC Competition” program/system on the HUD HRE Virtual Help Desk. Program policy questions should be submitted under “CoC Program” on the HUD HRE Virtual Help Desk. The VHD accepts question submissions 24/7. However, responses are usually provided between 8:00 AM and 5:00 PM Eastern Time, Monday through Friday, except for federal holidays.
