Allocations for CDBG-DR and Implementation of the CDBG-DR Consolidated Waivers and Alternative Requirements Notice (2020 CDBG-DR Grantees)

Today, HUD published the Allocations for Community Development Block Grant Disaster Recovery and Implementation of the CDBG-DR Consolidated Waivers and Alternative Requirements Notice. On October 29, 2021, HUD allocated over $2 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funds appropriated by the Disaster Relief Supplemental Appropriations Act, 2022.

This Allocation Announcement Notice imposes HUD’s CDBG-DR Consolidated Notice (“Consolidated Notice”) (Appendix B) and any amendments to the Consolidated Notice on CDBG-DR grants for disasters occurring in 2020, as identified in the Notice. The Consolidated Notice, as amended, includes waivers and alternative requirements, relevant regulatory requirements, criteria for action plan approval, and eligible disaster recovery activities. 

Through this Notice, HUD seeks to:

  • Advance equitable distribution of assistance, including planning for targeted assistance to residents of underserved communities, members of protected classes under fair housing and civil rights laws, and vulnerable populations who have been historically marginalized and can be adversely affected by disasters that often exacerbate existing inequities; and
  • Improve long-term community resilience by fully integrating resilience planning and hazard mitigation activities into disaster recovery to reduce the impacts of climate change and future disasters, encourage green recovery efforts (focusing on healthier water and air, and effective debris and waste management), address environmental justice concerns associated with disaster recovery efforts, and address recovery needs for accessible, resilient, and affordable housing for low- and moderate-income persons.

CDBG-DR Grantees are encouraged to visit the 2020 CDBG-DR Grantees webpage to review the notice, training webinars, fact sheets, and other grantee guidance and checklists that will provide guidance and technical assistance to ensure compliance with the notice. Resources will continue to be posted on the 2020 CDBG-DR Grantee webpage and HUD will soon be announcing additional CDBG-DR Webinars that will be hosted over the next month to review the notice and its requirements.

Additionally, in the coming weeks, HUD will be issuing a Request for Information (RFI) to solicit public feedback from grantees, stakeholders, and the public on various aspects of the Consolidated Notice. Once the RFI is published, HUD will share the announcement with CDBG-DR grantees.
