Happy Spring Lovettsville!
A Congratulations and Thank You
At our Special meetings this past Monday, we interviewed two great candidates for the interim appointment for Town Council. We are happy to announce and congratulate Mr. Tom Budnar on joining us on the Town Council beginning at tomorrow evening's regular Town Council meeting. He was successfully sworn in this afternoon by The Honorable Gary M. Clemens, Clerk of the Loudoun County Circuit Court. A seventeen month resident of Lovettsville, Tom has been instrumental as a member of the Oktoberfest subcommittee and brought forth great ideas for promoting and expanding civic and business engagement.
We also extend our thank you to Mr. James "Jim" McCartin for interviewing for the position of Councilmember. After moving to Lovettsville last year, Jim showed enthusiasm to expand his engagement beyond his current role on the Oktoberfest subcommittee and we look forward to working with him for many years to come!

It’s Electric...But You Know It’s There!
At our last regular Town Council meeting on March 9th, we unanimously adopted the 30-year renewal of the Franchise Agreement with Dominion Energy of Virginia. Like many of the other towns in Western Loudoun, the previous agreement required a renewal through a formal bid process as defined in Virginia law. Being the only bidder, Dominion Energy was selected. This agreement also includes the opportunity for the installation of a conduit line with the potential to bring enhanced broadband (fiber) access to the Lovettsville area.
...and the Awards Go To!
The Oscars weren’t the only awards handed out recently, as the Town Council also finalized and approved awards for the Business Interruption, Business Capital Investment Matching and Round 2 Non-Profit ARPA Grant programs, as well as the Fiscal Year 2024 Creative Communities Partnership Grant at the March 9th regular meeting.
The ARPA Business Interruption grants awarded $2,000 of the original $10,000 allocation to provide relief of $1,000 each to 2 in-town businesses affected by the adverse economic impacts of COVID. The Business Capital Investment grants awarded $12,500 of the original $15,000 allocation to 5 of the 6 businesses that applied to “reimburse a business owner for up to 30%, not to exceed $2,500, of a capital investment in a storefront, façade improvements, creation and/or enhancement of outdoor spaces, or other capital investments that exhibit a lasting improvement that can reduce the physical and financial effects of future pandemics.” We also awarded the full $20,000 allocation of the Round 2 Non-Profit grant to the following organizations located within and/or serving the Lovettsville Community:
- Lovettsville Lions Club
- Tree of Life Ministries
- Mobile Hope
- Lovettsville-Waterford Ruritans
- Scouts BSA Troop 962
- Scouts BSA Cub Scout Pack 962F; and
- Lovettsville Volunteer Fire & Rescue
Finally, we approved and increased allocation for a total of $2,600, with $1,300 from the Town and $1,300 to be requested as a matching grant, from the Creative Communities Partnership Grant through the Virginia Commission for the Arts for Fiscal Year 2024 (contingent upon receipt of the Creative Communities Partnership Grant), to the following arts-related non-profit organizations:
- $1,000 to the Western Loudoun Art and Studio Tour
- $600 to Joshua’s Hands; and
- $1,000 to the Blue Ridge Thunder Cloggers
We appreciate the businesses and civic organization which support our town and citizens through event engagement, goodwill programs and other support year-after-year!

Get Ready for Fun & Action at its Best at the 2023 Mayfest!
The Town’s premiere Spring Event is back! This year’s Mayfest is all about backyard, Olympic-style friendly competition. This year, Mayfest is going to feature the end-all-be-all of Backyard Olympic Games! Teams of 6-8 will compete for the title of Champion across 8 different events. The top four teams will compete in the final obstacle course for a winner-takes-all showdown!

Eggstravaganza
The Lovettsville/Waterford Ruritans are excited to bring back Eggstravaganza on Saturday, April 1st from 11:30am – 2:00pm. You don’t want to miss the Basket Raffles, Egg Toss Games, Egg Coloring, Coloring activities, Food, Drinks, appearance by the Easter Bunny, and, of course, the 5,422 eggs that will be in the Easter Egg Hunts! Opportunities to Serve Your Community

Our Mayfest Committee has been working to bring back the “All American Picnic” during Memorial Day Weekend 2023 and we will have some exciting announcements soon on this year’s line up!
Our Oktoberfest Committee is back at it with the 2023 planning and has published a letter detailing how you can get involved! Sign up and current list of available long-term volunteer positions are available on the Lovettsville Oktoberfest website.
We also have a vacancy on our Board of Zoning Appeals, which is limited to in-town residents and serves as judicial body for zoning appeals which may come before the town.

We’re Hiring!
The Town of Lovettsville seeks a dedicated, responsive, and experienced individual to serve as the legal advisor and counsel to the Mayor, Town Council, Town Manager, and Commissions, in the position of Town Attorney. The Town Attorney is appointed by the Mayor, confirmed by (and serves at the pleasure of) the Town Council and is a part-time position contracted via an annual retainer or on an hourly basis.
The Town Attorney assists with enforcement of non-criminal violations of Town Code, drafts and reviews contracts, agreements, licenses, permits, deeds, leases, easements, franchise agreements, ordinances, policies, and resolutions. The Town Attorney does not provide legal advice to private citizens; nor are they permitted to make referrals. Criminal violations of the Town Code typically fall under the purview of the Loudoun County Sheriff’s Office and Loudoun County Commonwealth’s Attorney.
