TSA 100% Screening Updates
There has been a 100% requirement for screening of cargo transported on passenger air carriers to/from U.S. airports since August 2010. Since that time, with the TSA’s implementation of the Certified Cargo Screening Program (CCSP), freight forwarders, airlines, independent screening facilities and shippers have successfully met this requirement. This mandate was limited in scope to passenger aircraft and did not concern cargo transported on pure freighter aircraft.
 
On September 1, 2016, the International Civil Aviation Organization (ICAO) notified the TSA and air cargo industry that effective June 30, 2021, international standards will require all air cargo carried by commercial aircraft operators be screened or have commensurate security measures applied. This means screening of cargo moving on freighters will become mandatory from June 30 in all member states of the International Civil Aviation Organization (ICAO). This is a big change for the industry with massive implications when you consider all the cargo moving on freighter aircraft. This could potentially increase cut-off times, delay shipments, and cause further disruptions to already strained supply chains.
 
As the deadline approaches, the TSA is still working to finalize the details of a “TSA-regulated program or framework.” However, the TSA is committed to the June 30 date and that there will be no delay in the implementation of the 100% screening under any circumstances.
