USTR Announces Delay on Certain China Section 301 - List 4 Products
August 15, 2019

Dear Valued Customer,

On August 13, 2019, the U.S. Trade Representative (USTR) published an update on the process of implementing a 10% tariff on China origin products, previously referenced as List 4. According to the announcement, certain products related to health, safety, national security, and other factors will be exempt from the additional 10% tariff. The remaining products will be divided into two lists, with List 4A going into effect September 1, 2019 and List 4B going into effect December 15, 2019. The List B products include cell phones, laptops, video game consoles, certain toys, computer monitors, and certain items of footwear and clothing. The full USTR announcement is available
Below is an outline of the implementation schedule, including a link to the current list of products impacted:
  • List 4 A – effective date September 1, 2019
  • List 4 B – effective date December 15, 2019

The USTR will provide an exclusion request process for List 4 products impacted by the increased tariffs.
EMO Trans will continue to monitor the situation and send updates when they become available. Please contact your local EMO Trans office for additional support.
