The National Association of REALTORS® requires all members to take Code of Ethics training on a Biennial basis (once every two years) between January 1, 2017 and December 31, 2018. REALTORS® who join the Association after January 1, 2017 and attend New Member Orientation have already fulfilled their Code of Ethics training.

Federal Issues of Interest
TAX REFORM: We still have an opportunity to influence Congress to help make the tax reform bill more favorable to homeowners and consumers.  Now that both the House and Senate have passed The Tax Cut and Jobs Act, a Conference Committee will begin to address the differences between the two bills. Important improvements in the legislation are possible by encouraging Congress to maintain the current law for the mortgage interest deduction and capital gains exclusion.  Retaining current law makes the bill more favorable to homeownership. Be sure to complete the
Call for Action to influence Congress on tax reform!
 
FLOOD INSURANCE: Congress is expected to pass a short-term Continuing Resolution (CR) to keep government operations open beyond the current December 8, 2017 deadline. The CR will extend the deadline for a government shutdown until December 22, 2017. The CR will include an extension of the National Flood Insurance Program until December 22, 2017. Congress will use the two-week window to address a longer term CR.
 
NET NEUTRALITY: The FCC will make significant changes to the operation of the internet by eliminating the Net Neutrality rules currently in place.  NAR has been a strong supporter of maintaining Net Neutrality and will work with Congress, like-minded groups and the telecommunications industry to create a legislative remedy that protects consumers and businesses.
 
Local Issues of Interest
UDO-283 (text amendment allowing multi-family residential in HB without re-zoning process): There will be a public hearing on UDO-283 with the City-County Planning Board on Thursday, December 14 at 4:30 PM at 100 E. First Street in the Bryce Stuart Municipal Building in the Public Meeting Room on the 5th floor. Any members interested in attending should contact Troi via email or phone with preliminary questions. Troi will be attending the meeting.
 
TIER RANKINGS: The North Carolina Department of Commerce has released tier designations for 2018. There are three total tier rankings: Tier 1 counties are most economically distressed, and Tier 3 counties are least economically distressed. Rankings are based on unemployment rates, median household income, population growth, and assessed property value per capita. Tier rankings determine eligibility for grant programs administered by the state. This year, Forsyth County is being dropped to a Tier 2 designation due to slight drops in population growth and unemployment rankings. Forsyth County held Tier 3 status from 2007 to 2017.
