Evolving Places Intention

To create a place for the Arts of National Importance and International Interest.

We have created a plan to allow the community within and surrounding Maker Heights to understand our overall objectives. You will see over the coming weeks, our plans evolve as we consider the community.

Over the coming weeks we will be holding structured public consultations processes to hear your views and our intent is to submit a planning application for the site by the end of the year.

This plan is published with the full support and knowledge of the Rame Conservation Trust.

We anticipate pre and post development a number of employment opportunities for the community, which is a very important factor for Evolving Places when creating our plan.

Development Area
This is the area of land that Evolving Places has identified to construct in the region of 30 residential units. The land value that this development would create will be used in its entirety to pay for all of the below restoration and establishment of its facilities. The level of development required will be directly linked to the cost delivering the masterplan to include for adequate site infrastructure and future viability of the trust.

A faithful restoration of the Barrack Building
The main barrack building and the supporting courtyard buildings are going to be fully restored. Every effort will be made to retain existing and historic features later additions and alternations will be removed and the courtyard will be fully restored in a faithful manor that could even see these building being used in the future as a film set.

The Rame Conservation Trust Centre and Campsite
This area will be developed with further Nissen huts to add to the trusts retained buildings, this area also still houses the canteen which is to be retained. It also provides access through to the campsite. The new Nissen huts would house the site office, showers and toilet facilities and laundry and washing facilities for the campsite. There will also be car parking for circa 50 cars.

The main barrack building and courtyard will house the following facilities.

New â€˜communityâ€™ hall in the soldierâ€™s quarters which can double as a performance space, exhibition space and meeting place. This will also include a bar, kitchen and WC facilities.
CafÃ© with associated kitchen and WC facilities.
A permanent exhibition in association with The Lenkiewicz Foundation.
Gallery representing talent on site.
Museum specifically focused on the site and its military history.
Incubator units for working in association with the Plymouth college of Art and Plymouth University.
Various studios for artists.
Music rooms.
Live/work artist studios.
Business starter units.
Public ablutions.

There will be new development in a lean to format off of the north side of the courtyard wall, facing out to Plymouth, which will provide additional studio spaces. There is also an opportunity to develop some new buildings to the north-west of the courtyard.

Free Form Camping Area
The campsite will be under the control of the Rame conservation Trust as it sits wholly within its leasehold land. It will be for the Trust to either run the campsite themselves, or put the lease of the campsite out to competitive tender.

Forward

Glamping / Lodge Area
This area has the potential of being developed in a more structured manor for lodge accommodation or yurt style camping.

Overflow Carpark
During peak times where events are held on site additional this area can be prepared for overflow car parking.

Ecology Mitigation Area
The establishment of car parking, campsite and restoration of rudouts and opening up of original defence views from some of the scheduled ancient monuments on site will create a need to mitigate some of the ecology on site.
