CSAC Wraps Up Legislative Conference

The CSAC Legislative Conference was a huge success this week, punctuated with pertinent policy discussions and workshops touching on issues as diverse as homelessness, water, broadband access, public safety and transportation. CSAC and the Fix Our Roads Coalition also held a major press conference and rally on the steps of the State Capitol to announce a new plan to fund road repairs and maintenance.

“This was another great conference and I can’t thank my staff enough for their hard work and thoughtful dedication in pulling it all together,” said Executive Director Matt Cate. “I think the county people who attended have a much better understanding of how the state budget is going to play out this year, and the effect that can have on counties.”

Pothole Politics: We Rally at the State Capitol

CSAC and the Fix Our Roads Coalition held a rally and news conference on the steps of the State Capitol Thursday to announce a new “Roadmap to Consensus” on transportation reforms and funding and to urge the Legislature to act to move the issue forward. Together, the state highway and local street and road systems have a backlog of $137 billion in deferred maintenance over the next 10 years.

“How many of you had to dodge a pothole, or ride over a rickety bridge to get here today?” CSAC Executive Director Matt Cate asked the crowd of several hundred people. “It’s been a year since the Governor called a Special Session on transportation. It turns out it hasn’t been so special, because while a few legislators are calling for action, everyone else is sitting on their hands.” You can watch a video of the whole rally and press conference here.

Body Camera Bill Presents Challenges
AB 1957 (Quirk) sets new requirements related to body-worn cameras. Specifically, boards would be required to review footage from such a camera when a peace officer who was wearing it is involved in, or was a witness to, an incident that results in great bodily injury to or death of a person other than the peace officer.

US Department of Labor Issues Final Rule on FLSA Overtime
The United States Department of Labor (DOL) has released its final revisions to rules governing overtime pay (specifically, modifying the weekly salary and annual compensation threshold levels for white collar exemptions to Fair Labor Standards Act (FLSA) overtime requirements), a story CSAC highlighted last August. Compliance with the new regulations is required beginning December 1, 2016. CSAC submitted comments on the proposed rule in September.

GF&A Committee: "No" to "No Blank Checks"
The Government Finance and Administration (GFA) Committee on Thursday voted to oppose the “No Blank Checks” Revenue Bond Approval, a proposed constitutional initiative that has qualified to appear on the 2016 November ballot.

Water Commission OK's Groundwater Sustainability Plan Emergency Regulations
As expected, the California Water Commission on Wednesday approved the Groundwater Sustainability Plan (GSP) Emergency Regulations drafted by the Department of Water Resources (DWR). The regulations will guide local groundwater sustainability agency management and regulation of California’s groundwater basins as outlined in the Sustainable Groundwater Management Act (SGMA) enacted in 2014. The approved emergency regulations which have been filed with the Office of Administrative Law will go into effect June 2016. The regulations and additional details are available on DWR’s GSP website.

CDCR: Three-Judge Court May Update
With the final benchmark behind CDCR, the three judge panel continues with CDCR’s May 16thThree-Judge Panel Status Report with Exhibits. The State submits the status and benchmark report on the current in-state and out-of-state adult prison populations and the measures being taken to reduce the prison population in response to the court’s February 10, 2014 order. Monthly status reports are expected to continue unless otherwise noted.

Whole Person Care Pilot Updates

Last week, the Department of Health Care Services (DHCS) received the Centers for Medicare and Medicaid Services (CMS) approval of the Whole Person Care attachments, which provide additional detail beyond the Special Terms and Conditions. The following are the three attachments, with links to the documents:
Attachment GG – WPC Reporting and Evaluation: Mid-year and annual reporting requirements and evaluation process

Attachment HH – Pilot Requirements and Application Process: Application submission and review process, pilot funding, termination process, and WPC Learning Collaboratives.

Attachment MM – Pilot Requirements and Metrics: Performance metrics (universal and variant), incorporation of Plan-Do-Study-Act (PDSA), and reporting requirements
