Planning & Development continues to support our local economy and the aspirations of landowners by processing planning applications and building permits. We've remained open for business throughout the pandemic, with a continued focus on providing great service for our customers and building great communities together.

Annual levy collection and spending reports now available for 2020

Each year The City prepares reports that provide information about the Off-site Levy and Centre City Levy. These levies are one funding tool that enables growth and development so we can build a great city. The levies help pay for infrastructure that is located near or next to an area that is being developed. It covers things like water pipes, water and wastewater treatment plant capacity, roads and community facilities that support residents.

The 2020 Off-site Levy and Centre City Levy Annual Reports include information about the levies collected and spent in 2020, along with any remaining balances available for future capital investment. The reports were presented to the Standing Policy Committee on Planning and Urban Development (PUD) on July 7. They are now available on  


Development Map provides tangible value to customers and industry professionals 

Recent enhancements to The City's Development Map is one example of how we're improving the development process and providing a valuable tool to the development industry and citizens.

The addition of the utilities layer (water and sewer) means applicants can now view information such as sanitary, storm, water line assignments, hydrant locations, rim elevations, pipe sizes, pipe lengths and pipe slopes located on a parcel of land. 

“The utilities layer is very useful when I’m working with clients,” explains Ross Thurmeier, Branch Manager at Scheffer Andrew LTD. “I’ve used it to show clients where the nearest utilities are to their site, which is helpful for them to understand a project’s scope of work and allows us to provide accurate budget estimates.” 

For those interested in real estate, the Development Map can show prospective buyers a property's development opportunities, in just a few minutes.

“Before, I would create a custom map of the land and mark where the utilities are in the area,” says Malcolm Dort, Project Engineer for the Real Estate & Development team at The City. “With the new Development Map, I won’t need to create these maps and can focus my time providing support in other ways.”

The Development Map also eliminates the need for pre-application meetings to access utility information. Previously, applicants were required to meet with The City, which often meant a two-week delay. Now, the same information is available online and accessible any time.

Reopening grants available to businesses hard hit by pandemic

The City is supporting Calgary's economic recovery by providing reopening grants to businesses significantly impacted by the pandemic. Learn more at and if eligible, submit your grant application by Aug. 10.

Tax deferral program offers relief for local hotels and motels

Calgary hotels and motels experienced the lowest occupancy rates in any major market in Canada in the first part of 2021. The City is stepping up to provide support in the form of a 2021 Hotel/Motel Property Tax Deferral Program. The program allows qualified businesses to defer their property tax payment without penalty until Dec. 31, 2022. No application is required. The City proactively reviewed each property and mailed an information package to all hotels and motels. Learn more.
