Thank you for subscribing to updates related to the National Energy Code of Canada for Buildings (NECB) and Section 9.36 of the Alberta Building Code (ABC), both of which come into force on Nov. 1, 2016. These notifications will provide technical code interpretations, and aim to inform those who design and construct buildings in Calgary.

These updates will also be available on our website at calgary.ca/energycode and calgary.ca/936.

NECB Div. A-1.1.1.1.(1) Application of this code
Except as provided in Sentence (2), this code applies to the design and construction of all new buildings described in Sentence 1.3.3.1.(1) of Division A of the NECB and to additions.

Current direction
There is little guidance in the NECB on compliance options for buildings of seasonal, temporary or movable/removable construction. These include:
  • Greenhouses
  • Tents and air supported structures
  • Portables and re-locatable structures
  • Show suites/sales centres
Temporary buildings
Buildings may be exempt from the requirements of the NECB if it will have an occupancy duration of one year or less. Temporary permits seeking exemption from NECB requirements will not be granted extensions.

Temporary permit exemptions as stated above apply to all building types regardless of use, including greenhouses, sales centres and tents/air supported structures.
 
Seasonal and special use buildings
In considering building types that may have energy efficiency parameters not envisioned by the NECB, the requirements of this code may be exempted for a whole or part of a building. This may be broadly interpreted to also include building subsystems.

All portions of a building that are deemed to be within the scope of the NECB should be made to comply with the NECB.
