THE WEEK AHEAD...


Last week ushered in several changes and devastating blows to the state of education across Ohio.

On Monday, the Ohio State Board Association (OSBA) terminated its membership with the National State Board Association (NSBA) in objection to NSBA's request for federal intervention to address threats to educators and school board leaders.

On Wednesday, the House State and Local Government Committee adopted last-minute changes to HB 327, in hopes of clarifying vague language in the bill.

On Friday, the President of the State Board of Education and another appointed member resigned under pressure for NOT voting to rescind the Board's Resolution to Condemn Racism and Advance Equity.  Hours after their resignations, Governor Mike DeWine quickly appointed two new members, both with direct ties Lt. Governor John Husted.


In the face of this uncertainty and attacks against Honesty in Education, OUR RESOLVE MUST NOT FALTER. Now more than ever we must boldly and loudly champion Honesty in Education at every opportunity AND protect the leaders, educators, and students who are courageously doing The Work.

Honesty in Education demands that we collectively
race towards the truth, not away from it.

STATEHOUSE  

Last week Tuesday, the House State and Local Government Committee added HB 327 as a last-minute minute agenda item to the Wednesday morning hearing. During the hearing, Representative Sarah Fowler Arthur presented a new substitute bill for HB 327, which the committee voted to adopt as the replacement for the previous version.  There was no call for testimony at the hearing.

Changes include:

  • Adds vague clarification of "promote" and "promotion"
  • Reinforces that any teaching of "divisive concepts" must not promote or indoctrinate students into a partisan philosophy or ideology (the previous version used the word "impartial" rather than "partisan") 
  • Establishes an appeals process for alleged violations of academic freedom
  • Allows districts that resolve complaints about "divisive concepts" within 10 and 30 days to partially restore lost funding
  • Gives the Joint Committee on Agency Rule Review (JCARR) power to approve the model policy of the Dept. of Administrative Services (to use voluntary) by local government entities

NO SCHEDULED ACTIVITY FOR HB 322 & 327   As currently scheduled, the House State and Local Government (SLG) Committee will not hear testimony on HB 322 or HB 327 this week.  Always be on alert for changes to the agenda.

STATE BOARD OF EDUCATION 

Two appointed members of the State Board of Education, former president Laura Kohler and Eric Poklar, resigned Friday, Oct 29, 2021, under pressure for not voting to rescind the Board's Resolution to Condemn Racism and Advance Equity. Laura Kohler cited pressure from the Senate Primary and Secondary Education Committee (the body responsible for confirming the Governor's appointments) saying the Committee informed her that they had the votes to remove her. Kohler also stated that Governor Mike DeWine requested her resignation. In his resignation letter, Eric Poklar thanked the Board for the privilege to serve and wished them well. Both members were from the Columbus area, a point of contention with the Senate Committee claiming they wanted more geographic diversity on the Board.

Hours after accepting the resignations, Governor DeWine appointed two new members to the State Board, Richard J. Chernesky of Waynesville, in Warren County, and Brandon Kern of Amanda, in Fairfield County. Their terms began Friday and end December 31, 2024.

Coincidentally, last week the Senate Committee confirmed the appointments of three members who voted to rescind the Resolution to Condemn Racism and Advance Equity:

The SBOE is scheduled to meet again on November 15 -16. The agenda and meeting documents will be uploaded HERE. We strongly encourage supporters of Honesty in Education to attend and/or watch all SBOE meetings.


SPEAK OUT ABOUT THE RESIGNATIONS AND RESCINDING THE RESOLUTION: Disappointed or outraged about the recent resignations and the repeals of the Board Resolution to Condemn Racism and Advance Equity? Please submit public comment about these decisions at the next SBOE meeting in November. 

Take a second step and submit a letter to the editor or op-ed. We must not be silent or idle about these blatant attacks against the condemnation of racism and the advancement of equity for Ohio's Black, Indigenous, and Students of Color.

LOCAL SCHOOL DISTRICTS 

The Ohio School Board Association (OSBA) terminated its membership with the National School Board Association (NSBA) on Monday, Oct 25, 2021. In a letter to NSBA, the OSBA President and CEO stated it was in response to NSBA's recent letter to President Biden requesting federal intervention to address threats and attacks against educators, school board members, and school board candidates. Rick Lewis, OSBA CEO, stated that while OSBA takes any threat to a school leader very seriously, OSBA believes the immediate response should start with local law enforcement and escalate if needed.

NSBA issued an apology of sorts, while US Attorney General Merrick Garland defended the federal investigations into the threats.
