NEW SUB HB 327 

House State and Local Government Committee Adopts Changes to Bill
 

The House State and Local Government (SLG) Committee voted to adopt a new substitute bill, to replace a prior version of HB 327. Representative Sarah Fowler Arthur introduced the new version at this week's SLG committee hearing on Wednesday, October 27.

Changes include:
  • Vague description of "promote" and "promotion"
  • Reinforces that any teaching of "divisive concepts" must not promote or indoctrinate students into a partisan philosophy or ideology (the previous version used the word "impartial" rather than "partisan") 
  • Establishes an appeals process for alleged violations of academic freedom
  • Allows districts that resolve complaints about "divisive concepts" within 10 and 30 days to partially restore lost funding
  • Gives the Joint Committee on Agency Rule Review (JCARR) power to approve the model policy of the Dept. of Administrative Services (to use voluntary) by local government entities

TO RESIGN

 

Ohio State Board of Education President Laura Kohler will resign as president on Friday, October 29, 2021. We also understand that State Board member Eric Poklar will likely resign or be removed from the Board this week as well.

According to cleveland.com, President Kohler stated that the Senate was unhappy with her voting NOT to rescind the recently repealed Resolution to Condemn Racism and Advance Equity and Opportunity for Black Students, Indigenous Students, and Students of Color.

Kohler said that the Ohio Senate would not confirm her reappointment by Gov. Mike DeWine earlier this year, and now has enough votes to remove her.

“I was told that they do have the votes to remove me from the board, and as I analyzed the situation, I am concerned about the board’s ability to do its work,” she said. “I’m concerned for my colleagues on the board. And also, I have a great deal of respect for Gov. DeWine, and it appeared to me that it wasn’t in the board’s best interest to force a vote on this when I knew that I would lose.”
