Hello CELC members,
This summer I have been spending lots of time at central Texas watering holes to keep cool and relax but there are times when we do need to stay inside. To curb my energy consumption during this heatwave, I have been keeping my blinds closed and turning up my thermostat. As we reduce our energy usage at home and work it's time to reflect on the resources we have for energy efficiency. The City Efficiency Toolkit is a resource for local governments, school districts, and other public entities interested in establishing or building their energy efficiency programs and initiatives. This toolkit is intended to provide local governments with all the resources for energy efficiency in one location. Feel free to send me other resources you would like included in the toolkit.

Recent and Upcoming Local Government Policy Actions:
Statewide: The Public Utility Commission of Texas (PUCT) is accepting public comments on proposed rule changes to the Chapter 25.101 Certification Criteria for transmission projects by Senate Bill 1281 enacted last year. The rules would require PUCT to consider historical and forecasted load for future transmission projects and add the Consumer Benefits Test to the criteria for evaluating proposed projects. A first round of public comments was received on July 8, 2022 and reply comments are due on July 22, 2022. For more information please visit PUCT Project No. 53403.

2022 SPEER Policy + Industry Workshop
Join SPEER members, partners, and allies for two days of energy dialogue. We’ll exchange thoughts on energy policies and the changing landscape of both the Texas energy grid and national trends. How can we focus on demand-side solutions, raise energy efficiency goals, and increase the adoption of DERs? We’ll answer these questions and more to tailor our focus on increasing reliability and lowering consumer energy costs as we continue the energy transition.

Energy Efficiency Day
Each year Energy Efficiency Day (EEDay) draws increasing support. Nationally, in 2021 roughly 950 local governments, utilities, organizations, companies, & individuals signed on as supporters, and 66 cities, counties, or states issued proclamations in support of EEDay. Curious how you can show your support for EE on October 5? Get your elected officials to issue an Energy Efficiency Day Proclamation and over to the EEday toolkit page.

What is the City Efficiency Leadership Council?

The council is a cooperative of city leaders and officials throughout Texas and Oklahoma, furthering the adoption of energy management best practices in the public sector. Our peer-to-peer network is open to employees of any public entity, including city and county governments, public school districts, and other publicly funded entities.
