 "The Effectiveness of Micro Enterprise Policies in Chile:
The Case Of Centro De Emprendimientos Chile Compra"

Abstract: Micro enterprise support programs (MESP) gained popularity as a modern development policy during the last decade, with increasing numbers of countries adopting this strategy to enhance economic growth. However, the use of policies designed elsewhere without the proper adaptation to the institutional context of a particular country does not necessarily guarantee similar results. Centro de Emprendimiento Chile Compra is a policy that fosters business participation in the electronic procurement system. In line with other international MESPs, this initiative implementation did not consider the local context, demographics, and the role of women in the family, among others key factors. To enhance the understanding of this micro enterprises program, this paper propose an analytically-oriented evaluation framework as one of the bases for its evaluation as part of the public procurement system.
