CSAC President James Gore Joins CA Wildfire and Forest Resilience Task Force Executive Committee
Governor Newsom recently named CSAC President James Gore to the Executive Committee of the California Wildfire and Forest Resilience Task Force. President Gore joins Cal-EPA Secretary Jared Blumenfeld, Natural Resources Secretary Wade Crowfoot, Office of Planning and Research Director Kate Gordon, CalFIRE Chief Thom Porter, and local representatives Mono County Supervisor Stacy Corless, Chair of the Rural County Representatives of California, and Don Hankins with the Intertribal Stewardship Project on the Executive Committee.

“I’m looking forward to joining California’s Wildfire & Forest Resilience Task Force. Having navigated Sonoma County through seven natural disasters in three years, there’s no greater focus for me than on our resilience," said CSAC President Gore. "This is an opportunity to further expand my commitment and service to not just Sonoma County, but to the entire state.  Let’s get to work!”

Update From Washington, D.C.
Treasury Establishes New Office to Lead Implementation of COVID-19 Relief and Recovery Programs; Treasury Releases Guidance on Homeowners Assistance Fund (HAF); State to Receive Nearly $1.06 Billion; and Biden Administration Unveils FY 2022 Budget Outline.  On April 14, the Treasury Department announced the establishment of the Office of Recovery Programs, which will lead the Department’s implementation of economic relief measures under the recently enacted American Rescue Plan Act (ARPA; PL 117-2) and previous COVID-19 relief laws. The new office, which will be led by Chief Recovery Officer Jacob Leibenluft, will be responsible for administering a number of programs, including the State and Local Fiscal Recovery Fund, Emergency Rental Assistance, the Homeowner Assistance Fund, the Capital Projects Fund, the Coronavirus Economic Relief for Transportation Services (CERTS) Program, and others. Leibenluft will report directly to Deputy Treasury Secretary Wally Adeyemo and will work closely with White House American Rescue Plan Coordinator Gene Sperling.

Senate Democrats Release Budget Priorities
With two months before the June 15 budget deadline, State Senate Democrats released their priorities in the Build Back Boldly budget plan. The plan covers all budget areas with an emphasis on pathways out of poverty, expanding access to wealth to reduce debt and wealth gaps, and reducing homelessness. The plan outlines general improvements for housing affordability, healthcare, and increased access to education from Early Care to Higher Education. Finally, the plan outlines areas to boost funding for environmental priorities, including wildfire prevention and community resiliency.

My Turn – Clinic and Volunteer Recruitment
California Volunteers, launched by the Governor’s office in 2020 will utilize the My Turn volunteer platform to connect medical professionals and the general public who wish to volunteer, with clinic volunteer directors across the state. My Turn Volunteer has begun a campaign hoping to reach volunteers, clinics, and vaccine administrators to begin utilizing the platform. Clinics and vaccine administers can register their clinic with the My Turn Clinic site and designate a site volunteer director. The site volunteer directors will be able to use the My Turn Volunteer platform to reach out to potential volunteers.

BSCC Releases RFA for Youth Facility Upgrades
Last week, the Board of State and Community Corrections (BSCC) released the Request for Applications for $9.6 million in one-time infrastructure grants to help counties prepare for housing young people who after July 1 will no longer be transferred to the Division of Juvenile Justice (DJJ). In September, the Governor signed Senate Bill 823, which realigns the responsibility of youthful offenders from the State to counties.

Upcoming Workshops on Draft Climate Action Plan for Transportation Infrastructure
The California State Transportation Agency (CalSTA) recently released the draft Climate Action Plan for Transportation Infrastructure (CAPTI) and will be extending the public review period to Wednesday, May 19, 2021. The CAPTI is designed to implement the Governor’s Climate Change Executive Order (N-19-19) and describes CalSTA’s draft plans to invest discretionary transportation funds to address climate change and promote public health, safety, and equity.

Do You Know? Sierra County
Sierra County gets its name from the Sierra Nevada mountains. Sierra nevada in Spanish means “snow saw,” applied to the Sierra Nevada mountain chain because of the jagged, serrated, sawtooth peaks forming the skyline. As the second least populous county in CA, Sierra County has only one traffic signal, a flashing red, at the intersection of highways 49 and 89. Because Loyalton is Sierra County's most populous municipality and its only incorporated city, generally half of the meetings of the County's Board of Supervisors are held in Downieville and the other half are held in Loyalton.
