Contracts that distribute various federal Coronavirus funds from Joe Biden’s US Department of Treasury now require recipients to comply with federal executive orders as terms for compliance.
On October 8, 2021, a White House letter from President Biden, which accompanied American Rescue Plan funds, expressed his intentions for these funds. "On March 11, 2021, I signed into law the American Rescue Plan, a law that will help vaccinate America,” and continues stating, "We are on the path to vaccinating the nation."  Read full letter by clicking here.
At the state and local level, will the inclusion of executive orders for terms of compliance found in various Coronavirus fund distribution programs now be a means to transfer control from state and local governments to the federal government by consent of contract?
Texas Senate Bill 8 (SB 8) was sent to Governor Abbott’s desk on 10/26/21.  SB 8 will appropriate $16.3 billion of the Coronavirus State and Local Fiscal Recovery Funds from the federal American Rescue Plan of 2021.
The author of SB 8 is Republican State Sen. Jane Nelson
with Republican House sponsor State Rep. Greg Bonnen.

Page 3, Section 9 - "Recipient also agrees to comply with all other applicable federal statutes, regulations, and executive orders, and Recipient shall provide for such compliance by other parties in any agreements it enters into with other parties relating to this award."   Read the document by clicking here.
On October 15, 2021, Texas Attorney General Ken Paxton warned all state agencies of federal contract language causing conflicts between state and federal laws:

"President Biden recently issued a federal executive order directing federal departments and agencies to begin including a clause in federal “contract and contract-like instruments” specifying that contractors must comply with “workplace safety protocols” that would apply to “all covered contractor employees, including contractor or subcontractor employees. These protocols will now include a requirement that covered employees receive a COVID-19 vaccination.”  Read the full advisory by clicking here.

Activists & Conservative Local Gov’t Officials Fight Federal Tentacles by Rejecting the Money!
The Texan writes "City of Brady Sends Back $1.3 Million in Coronavirus Funding to Avoid Federal Government Strings Attached. Brady is now one of 65 municipalities in Texas with under 50,000 population to decline the funding, according to the Texas Department of Emergency Management.
Do Not Doubt These Warnings!  Act now!
This is what we want Abbott to do veto the $16.3 billion SB 8 bill to save Texans from the control of federal executive orders!
First, tell Gov. Abbott to immediately Veto SB 8 and investigate ALL appropriated and dispersed federal COVID-19 funds to determine the potential for forced compliance of state and local government agencies, assets, and services to federal executive orders, which run counter to Texas law and violate Texans’ individual liberty (including conscientious objection and informed consent).
Second, tell Gov. Abbott to end all his COVID-Related State of Emergency Orders that only continue Biden’s escalating federal overreach!
